James 1:5

If any of you lacks wisdom> Wisdom cometh from the Lord therefore who so ever lacks, wisdom should ask from God... reference to Solomon.

Liberally> Explains further that heavenly father gives freely to all.

Upbraideth> Simply means his kindness to not withhold whatever we ask....as promised to ask and we shall be given or receive.
